The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract in the third quarter of Fiscal Year 2023. The offeror shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The US Government has the requirement for a contractor to refurbish the US government owned property at 160 Woburn Road, Woburn, Lower Hutt. The scope of the work is mainly internal alterations to a 1920’s timber framed house and stand-alone garage owned by the US Embassy in Wellington. The alterations include the relocation and reconfiguration of the kitchen, alterations to provide a main bedroom wardrobe and ensuite bathroom, a new guest bedroom and bathroom, refurbished bathrooms and laundry and other minor re-configurations. The existing monopitch/lean-to roof over the current guest bedroom will be removed and the main hip roof extended over that area. Internal linings will be replaced only where needed by the layout changes and for any additional bracing. Work to the garage includes insulating and lining the existing walls and internal partitions. External work includes new low deck area, painting, repairing/replacing buried drains and replacement of rotten windowsills. Replacement materials will generally match the existing - note the deep weatherboards. The new roofing to replace the roofing over most of the house, and the hip area, will be pre-coated corrugated long run with metal spoutings and dps to match. Complete Statement of Work, specifications and drawings will be provided in the solicitation. Pursuant to Subpart 36.204 of the Federal Acquisition Regulation (FAR), the estimated magnitude for the entire project is between $250,000.00 and $500,000.00 U.S. Dollars (Note: the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated). Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov no later than March 11, 2023, using the solicitation number 19GE5023R0028 in the subject line. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun’s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information. Only companies submitting a letter of interest and complete “Application for Solicitation Document” check list attached hereto may receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in New Zealand. A pre-proposal conference and site visit and shall be tentatively scheduled for March / April 2023, precise dates will be provided to interested offerors with the solicitation package.
