The complete proposal shall be submitted by e-mail with the subject line "Proposal 19GE5023R0005” on or before February 27, 2023, 15:00 German Time, to ReinmuellerNU@state.gov with a copy to FrankfurtRPSO@state.gov. No proposals will be accepted after the time indicated above. Please note: a. All communication and the award documents shall be in English. b.
