The U.S. Embassy Helsinki has a requirement for refueling of government owned vehicles, and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors with gas stations readily available along major Finnish roads. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued and a delivery is made. BPAs will be in effect for a period of one year upon award or until the determined maximum amount has been spent, whichever occurs first. Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate business.
