If you would like to submit a quotation, follow the instructions in Section 4 of the solicitation, complete the required portions of the attached document, and submit it to the following email address: CairoContracts@state.gov Please submit your quotation marked "Mobile telephone services offer [19EG3021Q0007]" to the above email address. The deadline for receipt of quotations is July 08, 2021 02:00 PM Cairo time. No quotations will be accepted after this time. In order for a quotation to be considered, you must also complete and submit the following: SF-1449 (blocks 17, 24 and 30). Block 24 should list the total value of the quote for the base year and the option year. Section 1, The Schedule Section 5, Representations and Certifications and ensure compliance with FAR 52.229-11 is completed with IRS Form W-14 found at www.irs.gov/w14 Additional Information as required in Section 4. Direct any questions regarding this solicitation in writing to CairoContracts@state.gov . Questions must be written in English and are clearly marked “RE: Solicitation Number [19EG3021Q0007]. The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3).A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department. Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.

The requirements are for mobile telephone services including costs of all labor, materials, insurance, overhead, and profit. Please note these are only estimated quantities that could be increased or decreased during the lifetime of the contract. It is the Government’s intention to issue a firm-fixed price contract. The anticipated performance is for a base period of twelve months and four one-year periods at the option of the Government. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.acquisition.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments. All responsible authorized dealers may submit an offer in hardcopy to the Embassy premises or electronic format to Cairo-Contracts@state.gov, which if timely received will be considered. The solicitation will be advertised on the same webpage after 15 days.
