The Embassy of the United States of America in Quito, Ecuador requires equipment and professional services for replacing the fire protection pump in the Quito Embassy Compound. The Fire Protection Pump to be replaced is currently in service; and, is located in the Fire Pump Room at the Utility Building in the US Embassy Compound in Quito, Ecuador. The pump and ancillary equipment feed the compound fire protection systems. All inspections shall be requested through the Embassy’s Facility Manager (FM) or Contracting Officer Representative (COR), as described in the Statement of Work. The scope of the project is to replace the existing pump assembly. Replacing entails design of the new assembly, equipment fabrication, dismounting the existing fire pump system, installation of the new assembly and commissioning in accordance with codes, standards and specification included in the Statement of Work. The Contractor shall be required to prepare and submit drawings, reports, bill of materials, product literature, drawings, specifications, quality control schedules, safety plan and construction costs. These documents shall provide the necessary interfaces, coordination, and communication between the Embassy and Contractor for the delivery of a completed project. The Contractor shall submit separated cost estimates for the following products: Factory certified fire pump assemblies (non-packaged) mounted and grouted independently on a final concrete base (Construction of the concrete base/s shall be included). Provision and field installation of discharge, relief and test piping, valves, sensing lines and all other components of the pump assembly shall be included. Assembly shall be provided, installed and tested in compliance with last edition of NFPA20. Current installed fire pump packaged assembly shall be dismounted and stored in the Embassy general warehouse. All materials and equipment incorporated into the project shall be new. The Contractor shall transport and safeguard all materials and equipment required for construction. The contractor shall estimate export crating and shipping door-to-door expenses to the Embassy of the United States of America in Quito, Ecuador. Tax exemption will be applied to import this equipment. Shipping instructions will be provided by the Embassy of the United States of America in Quito, Ecuador. Equipment and materials shall be carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer's recommendations. Damaged or defective items shall be replaced. The contractor will be responsible for all materials and equipment security. Your quote must include delivery and insurance which covers the replacement of any units damaged in transit and for the repair of any damage incurred to buildings, pavement or other Government properties as a result of activities. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. Pursuant to FAR 4.1102, quoters are required to be registered in SAM (System for Award Management) at the time a quotation is submitted. Site Visit A site visit will be held on Friday, March 27, 2020, at 10:00 a.m. at the Embassy of the United States of America in Quito, Ecuador located at Av. Avigiras E12-170 y Av. Eloy Alfaro.
