The... The Embassy of the United States of America in Praia invites all interested responsible companies to submit a quotation for Human Resources (HR) Legal Services. Request for Quotations is attached. The quotations must be prepared in English and submitted by e-mail to PraiaProcurement@state.gov no later than 17:00 (Praia time) on April 30, 2024. Use the subject line “Praia HR Legal Services-19CV1024Q0002” in your email response. No quotations will be accepted after the indicated deadline. For a quotation to be considered, you must also complete and submit the following: 1. SF-1449, Pricing 2. Additional information as required in Section 4 and 6 3. Proof of SAM Registration Please be advised that according to FAR 4.1102, in case the amount of contract action exceeds $30,000, all prospective quoters must be registered in the U.S. government’s System for Award Management (SAM.gov) prior to award of the contract, during performance, and until the final payment is made. If the most successful offeror is not registered in SAM prior to contract award, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. For your convenience, the solicitation package contains guidance for entity registration in SAM. Please give yourself plenty of time before the solicitation deadline as the registration in SAM is a rather long process. The U.S. Government intends to award a contract to the responsible company submitting a technically acceptable quotation at the lowest price. We intend to award a contract based on initial quotations without holding discussions, although the Embassy reserves the right to hold discussions with companies in the competitive range if there is a need to do so.
