1. SCOPE OF WORK The purpose of this fixed price contract is to obtain janitorial services for real property owned or managed by the U.S. Government at Consulate General - Toronto, 360 University Avenue, Toronto, ON, MSG 1S4 and at 480 University Avenue, Toronto, ON, MSG 1V2. The Contractor shall perform janitorial services in all designated spaces including, but not limited to halls, offices, restrooms, work areas, entrance ways, lobbies, storage areas, elevators, and stairways. The contract will be for a one-year period from the date of the contract award, with four (4) option years, with one-year option to renew. The Contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes. 1.1 General Instructions The Contractor shall prepare general instructions for the work force. The Contractor shall provide drafts to the Contracting Officer's Representative (COR) for review within thirty days after contract award. The Contracting Officer's Representative must approve these general instructions before issuance. The Contractor will have to supply the COR with a Daily Activity Checklist which complies with the requirements mentioned below. 1.2 Duties and Responsibilities 1.2.1 Certain areas listed in paragraph #3 require an escort and can only be entered during scheduled times. The General Instructions shall emphasize security requirements so that accidental security violations do not occur. 1.2.2 Contractor shall schedule routine cleaning requirements to ensure that these are done in the order and time frame that are most efficient and have the least impact on normal operations. They are to be performed daily, during normal business hours. 1.2.3 Contractor shall schedule periodic cleaning requirements so that it causes minimal disruption to the normal operation of the facility. The COR shall determine the schedules presented which meet the needs of the individual facility. 1.2.4 Temporary Additional Services are services that are defined as Standard Services but are required at times other than the normal workday. These services shall support special events and circumstances at the Post. The Contractor shall provide these services in addition to the scheduled services specified in this contract. The COR shall order these services as needed basis. This work shall be performed by Contractor trained employees, and shall not be subcontracted. The COR may require the Contractor to provide temporary additional services with 24 hour advance notice. The Contractor shall include in its next regular invoice details of the temporary additional services and, if applicable, materials, provided and requested under temporary additional services. The Contractor shall also include a copy of the CO R's written confirmation for the temporary additional services. 1.3 Types of Services Standard Services shall include the following work: 1.3.1 Daily Cleaning Requirements shall consist of: 1.3.1.1 Sweeping all floor areas including damp mopping of areas such as tile, linoleum, marble floors, staircases, and public areas. Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris. Chairs, trash receptacles, and easily moveable items shall be tilted or moved to clean underneath. The frequency may be higher than once per day when it is rainy or snowy. When completed, the floor and halls shall have a uniform appearance with no streaks, smears, swirl marks, detergent residue, or any evidence of remaining dirt or standing water. 1.3.1.2 Vacuuming in all areas including public areas, offices, and guard booths clean rugs and carpets, runners, and carpet protectors so that they are free from dust, dirt, mud, etc. When completed, the area shall be free of all litter, lint, loose soil and debris. Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath, and then replaced in the original position. 1.3.1.3 Thorough cleaning of restrooms includes thorough cleaning of toilets, urinals, mirrors, partitions, restrooms floors and shower facilities, using suitable non-abrasive cleaners and disinfectants - this includes outdoor bathroom and shower. All surfaces shall be free of grime, soap scum, mold, and smudges. The public washrooms on 3rd floor and the main floor applicants’ waiting area must be thoroughly cleaned twice a day. All other washrooms will have to be thoroughly cleaned once a day as per above description. 1.3.1.4 Clean baby changing stations in applicable restrooms. 1.3.1.5 Restrooms monitored and resupplied throughout the day as needed. Minimum 3 times per day. The Contractor shall refill paper towels, toilet paper, hand sanitizer and soap in all the dispensers throughout the building. The Contractor shall check those areas used by personnel and visitors at the Consulate to ensure that the facilities are always clean, neat, and dry. 1.3.1.6 Emptying all wastepaper and recycling baskets, ashtrays, replacing plastic wastepaper and recycling basket linings and returning items where they were located. 1.3.1.7 Removing any grease marks or fingerprints from walls, doors, door frames, radiators, windows and window frames, reception booths and partitions. 1.3.1.8 Removing trash and recycling to designated area as directed by the COR, and keeping trash area in a reasonably clean condition. 1.3.1.9 Sweeping debris from walkways and driveways. 1.3.1.10 Clean litter and debris from public areas and grounds on the property. 1.3.1.11 If required, clear snow, ice, and other debris from entryway and door areas, adding salt if necessary. 1.3.1.12 Clean and sanitize all drinking fountains and kitchen sink. 1.3.1.13 Lunchroom wipe tables & counters (2xdaily). 1.3.1.14 Wipe down microwaves, refrigerators, scrub sink, and sweep and mop floors, remove garbage, keep appliances on counters clean and restock paper towels. Monitor and attend to garbage and paper towels as needed throughout the day. 1.3.1.15 Check and empty bags in the shredding machines throughout the office. 1.3.1.16 CAC Railing and counter ledge wiped down. 1.3.1.17 SNIV/ACS Windows -wiping down counters and windows daily. 1.3.1.18 SNIV/ACS Waiting rooms - arranging desk and chair in an orderly manner, pick-up books, and crayons, wipe down desks and toy tables. 1.3.1.19 Front and back of consulate sidewalks daily sweep of garbage and cigarette butts. 1.3.1.20 Fall season parking lot clean-up of debris and leaves (how often?). 1.3.1.21 Stairway railings wiped down (how often?). 1.3.2 Weekly Cleaning Requirements shall consist of: 1.3.2.1 Dusting and cleaning all Security Guard booths furniture including desks, chairs, computer tables, telephone tables, bookshelves coat racks, umbrella stands, pictures, maps, telephones, lamps and other common things found in an office environment. 1.3.2.2 All furniture shall be free of dust, dirt, and sticky surfaces and areas. 1.3.2.3 Dusting and cleaning all Pass back booth furniture including desks, chairs, computer tables, telephone tables, telephones, and other common things found in an office environment. 1.3.3 Bi-monthly Cleaning Requirements shall consist of: 1.3.3.1 Employee phones disinfected and wiped down. 1.3.3.2 Dusting and cleaning all employee offices furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks, umbrella stands, pictures, maps, telephones, lamps, and other common things found in an office environment. 1.3.3.3 All furniture shall be free of dust, dirt, and sticky surfaces and areas. 1.3.4 Monthly Cleaning Requirements shall consist of: 1.3.4.1 Wiping window blinds with a damp cloth to ensure that all smudges are removed. 1.3.4.2 Moving all furniture and vacuuming or polishing the floor under the furniture as appropriate. 1.3.4.3 Polishing all metal surfaces including door and window handles, plaques. 1.3.4.4 Assist in preparation and clean up afterwards whenever there is any event at the Consulate. 1.3.4.5 Remove any debris and wipe down all furniture and surfaces in the rooftop seating area once a month from April through October. [ASL(1] 1.3.5 Quarterly Cleaning Requirements shall consist of: 1.3.5.1 Shampooing the entire surface of carpets in the high traffic areas. 1.3.5.2 Cleaning and sanitizing the trash holding area. 1.3.5.3 Cleaning of Garage doors. 1.3.5.4 Hose cleaning parking lot during appropriate climatic and water use conditions. 1.3.5.5 Cleaning inside major appliances and vacuum dust from around motor areas as needed. 1.3.6 Semi-Annual Cleaning Requirements shall consist of: 1.3.6.1 Washing the outsides and insides of the windows and screens. When completed the windows shall be free of smudges, lint, or streaks from the surfaces. 1.3.6.2 Stripping wax coats, spot checking sealer coats, and completely reapplying wax coats. 1.3.6.3 Shampooing carpets in all areas. 1.3.6.4 Cleaning all light fixtures using appropriate methods to restore the original luster to the fixtures. When completed, the light fixtures shall be free from bugs, dirt, grime, dust, and marks. 1.3.6.5 Clean stainless-steel overhang at entry. 1.3.7 Annual Cleaning Requirements shall consist of: 1.3.7.1 Stripping wax coats and seal coats to the bare floor surface; cleaning to the bare surface, and reapplying a seal coat. 1.3.7.2 Cleaning gutters and down spouts of all collected debris. 1.3.7.3 Cleaning roof of all debris in the springtime. 1.3.7.4 Clean thoroughly RCMP booth. 1.3.8 Periodic Cleaning Requirements shall consist of: 1.3.8.1 Dusting tops of tall furniture, tops of picture frames and areas not covered in daily dusting. 1.3.8.2 Spot cleaning baseboards and walls. 1.3.8.3 Spot waxing and polishing floors as needed. 1.3.8.4 Shampooing (small area spot clean as needed) carpets. 1.3.8.5 Reserved. 1.3.8.6 Cleaning inside window glass of smudges and accumulated dirt (on request). 1.3.9 Consul General's & Secured Location Office Requirements shall consist of: (max. 1 hour per day) 1.3.9.1 Daily emptying all wastepaper baskets, replacing plastic wastepaper basket linings and returning items where they were located. 1.3.9.2 When required by authorized person, sweeping all floor areas. Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris. Chairs, trash receptacles, and easily moveable items shall be tilted or moved to clean underneath. 1.3.9.3 When required by authorized person, vacuuming all rugs and carpets, runners, and carpet protectors so that they are free from dust, dirt, mud, etc. When completed, the area shall be free of all litter, lint, loose soil, and debris. Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath, and then replaced in the original position. 1.3.9.4 When required by authorized person, removing any grease marks or fingerprints from walls, doors, door frames, radiators, windows and window frames, glass desk protectors. 1.3.9.5 When required by authorized person, dusting and cleaning all employee offices furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks, umbrella stands, pictures, maps, telephones, lamps, and other common things found in an office environment. All furniture shall be free of dust, dirt, and sticky surfaces and areas. 1.3.9.6 When required by authorized person, wiping window blinds with a damp cloth to ensure that all smudges are removed. 1.3.9.7 When required by authorized person, perform any cleaning duties needed. 1.3.9.8 When required by authorized person, cleaning of glasses, cups, and coffee services in conference facilities and Executive Office area. The contractor shall clean items in hot soapy water and rinse, dry, and polish so that presentable appearance is maintained. 1.3.10 480 University Ave. Cleaning Requirements shall consist of: (Services to be provided on two separate days per week) 1.3.10.1 Once a week: Dusting tops of tall furniture, tops of picture frames and areas not covered in routine dusting. Lunchroom, wipe tables & counters and kitchen sink. Wipe down microwaves, refrigerators, sink, and sweep and mop floors. 1.3.10.2 Once a week: Dusting and cleaning all employee offices furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks, umbrella stands, pictures, maps, telephones, lamps and other common things found in an office environment. All furniture shall be free of dust, dirt, and sticky surfaces and areas. 1.3.10.3 Once a week: Office floors, carpet, and rugs must be vacuumed. 1.3.10.4 Semi Annual Cleaning Requirements shall consist of: Steam clean carpeting in all areas of suite 602. This is to include all agencies office space, the guard reception area, general public foyer, and hallway areas. [ASL(1]New element added.
