This RFQ seeks a research study on unfair labor practices, with award intended to a responsible company submitting an acceptable lowest-priced offer based on initial quotations, generally without discussions. A pre-quotation conference will be held November 30, 2026, at 9:00 at the U.S. Embassy Bogota. Quotations must be in English and submitted electronically to BogotaGSOcompras@state.gov in MS Word/Excel 2007/2010 or PDF, with files not exceeding 30MB and larger submissions split across separate emails. Offerors must submit SF-1449, Section I Pricing, Section 5 Representations and Certifications, additional Section 3 information, a completed IRS Form W-14, and proof of SAM registration. Offerors must be registered in SAM prior to proposal submission, and incomplete proposals will not be accepted.
