The Embassy of the United States of America invites you to submit a proposal for locally employed staff health and/or life insurance coverage. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on Thursday December 19, 2024 at 9AM (local time) at the U.S. Embassy in Bogota Prospective offerors should contact this email bogotagsocompras@state.gov by Friday December 13, 2024 at 4PM Bogota time for additional information or to arrange entry to the building. Questions must be addressed to bogotagsocompras@state.gov and the due date for questions is Thursday January 2, 2025, 4PM response to all questions will be posted on Monday January 13, 2025. in SAM.GOV Proposals are due by Monday January 27, 2025 No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your proposal must be submitted in a sealed envelope marked "Proposal Enclosed for 19C02025R0001 Health insurance services for the locally employed staff in the U.S. Embassy in Bogota” to Carrera 45 #24B-27, Bogotá, Colombia. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-33 2. Section B, Pricing Schedule. 3. Section B, Retention Amounts in B.3 and B.7. 4. Section K, Representations and Certifications; and 5. Additional information as required in Section L. 6. “The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11;”] 7. The requirement is for providing health insurance services for the locally employed staff (LES) at the U.S. Embassy Bogota. The potential number of employees is approximately 580 with approximately 1000 eligible dependents. Please note that these are only estimated quantities for the purpose of this advance notice. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. Pursuant to FAR 4.1102(a), offerors must be registered in the SAM (System for Award Management) Database https://www.sam.gov at the time of proposal submission.
