The purpose of this firm fixed price purchase order is to obtain VPN, Internet Services, and Circuitry for the U.S. Bogota Embassy, Guaymaral, CMR, DCR, VAU residence and, Cartagena Branch Office The local Telecommunication’s Internet Service Provider (ISP) contracting firm must provide internet services and dedicated leased line channels and circuitry for connecting American Embassy Bogota and remote U.S. locations data links per the specifications in the solicitation. The Embassy intends to conduct a pre-quotation conference at the site on August 4, 2021 at 10:00 hours, local time, at Carrera 45 No. 24B -27, and all prospective quoters who have received a solicitation package will be invited to attend. Please see Section 3 of the attached RFQ and send the name and ID number of those attending no later than July 30, 2021 at 15:00 hours local time. Questions pertaining to this solicitation, if any, must be received by the Government no later than August 6, 2021 at 16:00 hours, local time. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. Submit your quotation in a sealed envelope marked "Quotation Enclosed" to the U.S. Embassy – Bogotá, Attention: Eila Sepulveda, General Services Office – GSO, Carrera 45 No. 24B-27, on or before 1600 hours, local time on August 30, 2021. No proposal will be accepted after this time. Quotations will not be accepted via electronic commerce. In order for a quotation to be considered, you must also complete and submit the following: SF-1449 Section 1 pricing; Section 5, Representations and Certifications; Additional information as required in Section 3. All contractors must register in the System for Award Management (SAM) database (www.sam.gov) prior to submitting a quotation pursuant to FAR 52.204-7 If you are from a country with an international agreement or tax treaty with the United States, please ensure 52.229-11 (see the compelte information in the following link: https://www.acquisition.gov/content/52229-11tax-certain-foreign-procurements%E2%80%94notice-and-representation) is completed and W-14 is submitted with your offer. Unless an exception in FAR 4.1102 applies, your company must be registered in the System for Award Management (SAM) (www.sam.gov) at the time of offer in order to be eligible for award.
