The Government intends to make a single award covering all line items, though multiple awards are possible if no single quotation covers the complete requirement. The requirement includes two units of a complete emergency communications kit (Starlink Mini, Iridium 9555 satellite phone, solar panel, laptop, and case) plus two-year service plans for Iridium and Starlink. The Starlink and Iridium items are brand-name, as satellite networks are closed proprietary systems with no substitutable equivalents; resellers and integrators are allowed to supply them. All other items are unrestricted. Prices must be quoted in U.S. dollars, DDP Brasília, including freight, insurance, duties, and all indirect costs.
