This is a Request for Quotes (RFQ) for construction services (pre-construction activities, procuring equipment, demolition and removal of the old equipment, installation of New HVAC Components, testing and commissioning) on an existing office building in the American Embassy Sarajevo, Bosnia and Herzegovina. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The government reserves the right to issue a contract for the installation of all three HVAC components or, at its discretion, for the installation of one or two components only. Quotations are due by September 12, 2025 at 2:00 p.m. (local time). No late quotations will be accepted. Quotations must be in English and incomplete quotations will not be accepted. Your quotation must be submitted in one of the following manners: 1. Electronically to ORourkeDJ@state.gov and PandzicS@state.gov. It is important to make sure the submission is made in a specific size and format; namely in: MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. 2. Additional information as required in Section J 5. Proof of SAM Registration The Embassy intends to conduct a pre-proposal conference at the site. The pre-proposal conference will be held on Monday, August 25, 2025 at 2:00 p.m. (local time) at the U.S. Embassy Sarajevo located at Roberta C. Frasurea 1, Sarajevo. Failure to be registered at the time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. The due date and time for submission of quotes will be provided in the RFQ once when posted on SAM.gov. The Embassy has a requirement for a firm to provide construction services (pre-construction activities, procuring equipment, demolition and removal of the old equipment, installation of New HVAC Components, testing and commissioning) on an existing office building in the American Embassy Sarajevo, Bosnia and Herzegovina. This construction effort is estimated at USD25,000.00 – USD100,000.00 and needs to be completed by 45 (forty-five) calendar days after receiving a Notice to Proceed. The work includes the replacement of existing HVAC system components with new, upgraded equipment in two specific areas: Utility Building (UTL): Switch Gear Room: Replacement of HVAC components to ensure proper cooling and ventilation for electrical equipment, maintaining optimal operating conditions and preventing overheating Pump Room: Installation of new HVAC components designed to regulate temperature and humidity levels, ensuring the efficient operation of pumps and associated systems. Loading Dock Room (Service Controlled Access Compound (SCAC) Building): Replacement of HVAC components to improve air circulation, temperature control, and environmental conditions in the loading dock area, supporting operational efficiency and compliance with safety standards. All work must adhere to the existing design specifications, including equipment sizing, placement, and integration with current building systems. The contractor will be responsible for ensuring compatibility with electrical and mechanical systems, conducting necessary testing, and providing documentation of compliance with local building codes and standards. All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment, and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; and, Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines.
