Your proposal must be submitted in a sealed envelope marked "Painting Services Proposal 19BE2020Q0006 Enclosed" to the U.S. Embassy, Regentlaan/Bd. Du Régent 27, 1000 Brussels on or before 1600 Hrs. on March 20, 2020. No proposal will be accepted after this time. In order for a proposal to be considered, you must also complete and submit the following: 1. SF-1449 2. Section 1, Pricing Schedule 3. Section 5, Representations and Certifications; 4. Additional information as required in Section 3. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors who have received a solicitation package are invited to attend. See Section 3 (ADDENDUM) of the attached Request for Quotations (RFQ) for more information. The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. The anticipated performance period is for a base year, with four (4) one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The resultant contract will be a firm fixed price type contract. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.204-7.
