Seeking to purchase a Sport Utility Vehicle (SUV) per the following: 1. Scope of Work The contractor shall provide a vehicle that adheres to the following detailed specifications, ensuring it meets the highest standards of quality and functionality required by The United States Government (USG). 2. Vehicle Specifications Purchase: Sport Utility Vehicle (SUV) 4x4, 5 passenger, Diesel Fuel, Right Hand Drive (RHD), automatic transmission, windows all sides, power windows, locks, keyless entry, air conditioner. Quantity: One (1) each. Make and Model Options : Toyota RAV4, Mazda CX-5, Mitsubishi Outlander, Hyundai Tucson, Honda CR-V, Ford Escape, Nissan X-Trail or equivalent make / model that is common in Australia so that it blends into the operating environment. Requirements: (1) Sport Utility Vehicle (SUV) (2) Make / Model: Toyota RAV4, Toyota Land Cruiser, Mazda CX-5, Mitsubishi Outlander, Hyundai Tucson, Honda CR-V, Ford Escape, Nissan X-Trail or equivalent make / mode that is common in Australia so that it blends into the operating environment (3) Year: 2025 / 2026 (vehicle must be new) (4) 5 Passenger Capacity (5) 4-doors (6) Right Hand Drive (RHD) (7) Engine Size – 4 cylinders minimum (8) Drive System – 4x4 (9) Diesel Fuel (10) Transmission System: Automatic (11) Air Conditioning/heater: multi-zone preferred (12) Brakes – ABS – Anti-lock braking system (13) Power Steering (14) Power Mirrors (15) Airbags: Multi-zone driver + passenger (16) Seat Belts: Shall be installed on all passenger seats and driver's seat (17) USB accessory plugs (18) Satellite Navigation – built-in GPS (19) Reversing Camera (20) Rear Parking Sensors (21) Seat Upholstery: Manufacturer standard (22) Exterior Color: White (23) Rust proofing and Undercoating: Manufacturer standard (24) Tires: Manufacturer standard (25) Electrical System: Manufacturer standard (26) Radio and Speakers: Manufacturer standard (27) Accessories – Manufacturer standard (28) Warranty: Manufacturer standard (29) Floor Mats: Both front and rear (30) Technical Publications (In English): One (1) set of operator manual per vehicle. One (1) sets of Technical (shop repair) manuals and parts catalog to be furnished by Contractor at time of vehicle delivery (31) Window tinting (32) On road registration (Diplomatic exemptions) 3. Delivery Requirements • Delivery Location: U.S. Consulate General Perth, 16 St Georges Terrace, Perth WA 6000. • Delivery Timeframe: Within 30 days from the date of contract award. 4. Documentation The contractor shall provide the following documentation upon delivery: • Owner’s Manual • Warranty Information • Maintenance Schedule • Registration and Title Documents 5. Dealer and Service Information • Provide name of dealer in Australia which shall provide warranty services. • Service Center Location: Must be within 30 kilometers of the U.S. Consulate General Perth • Availability of In-Country Spare Parts, Service, and Warranty Support: The dealer must ensure the availability of in-country spare parts, service, and warranty support. 6. Vehicle Registration Process with U.S. Consulate General Perth, GSO, Australia The contractor is responsible for coordinating all the on-road costs, which includes Western Australian vehicle registration. Prior to the contractor registering the vehicle, the contractor is required to contact the Consulate (GSO Motor-pool) to acquire the diplomatic exemptions. 7. Australian Safety Standards and Vehicle Compliance The vehicle must meet Australian Safety Standards as per Motor Vehicle Regulations 1989. 8. Payment Terms The Vendor Invoice shall be submitted electronically by email in English to perthinvoices@state.gov, referencing the U.S. Consulate General Perth Order Number in the “Subject:” of an email. A proper invoice shall include the following information: • Vendor legal name and remittance address • Vendor’s contact information (Name, Phone, Email) • Order/Contract number • Invoice date, invoice number, customer number (if applicable) • Description of goods/services, quantity, price, and term of performance corresponding to the contract line items (CLINS) • Applicable taxes outlined separately • ABN Tax File number • Bill to U.S. Consulate General Perth, AUS. Incorrect Invoices will be returned to Vendors. Payment shall be made by Electronic Funds Transfer within 30 calendar days upon acceptance of the ordered goods/services and delivery of a correct invoice.
