This Sources Sought Notice is part of the U.S. Government's market research efforts to identify capable vendors for supplying veterinary and training equipment for canines. The information gathered will help inform future procurement strategies and requirements. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. Respondents are encouraged to review the attached Statement of Work (SOW) and Appendix A for detailed requirements and deliverables. Appendix A includes a general description of the deliverables for this requirement. Interested parties must provide evidence that they are capable of shipping the required canine equipment to the specified destinations, as well as the associated installation services. The capabilities statement should include narrative examples of delivering canine equipment to Mexico or other OCONUS locations and providing installation of the equipment. Responses should include as list of existing contract vehicles through which the US Department of State can access your company’s products and services (i.e. GSA FSS, IDIQs, etc.) In addition, please provide us with a list of at least five non-governmental companies to which you have sold veterinary and training equipment. If possible, include the approximate amount of each sale. Respondents should address the following questions in their responses: Do you have a catalog or list of products available for review? Do you offer international shipping, and what are the associated costs and delivery times? Do you have experience shipping veterinary and training equipment to Mexico? Are you familiar with the customs and import regulations for shipping veterinary and training equipment to Mexico as those required by CENACICA and COFEPRIS? What shipping methods do you use for international deliveries, specifically to Mexico? Can you provide an estimate of the shipping costs for delivering your products to Mexico? Are there any additional fees or charges associated with international shipping to Mexico? Is your company an authorized seller in Mexico of the products mentioned in Appendix A? Do you have any local partnerships or distribution centers in Mexico that facilitate the delivery of your products? Do you have a local partnerships or distribution centers in Mexico that can provide local value add tax invoices? What maintenance is required for the equipment, and do you offer maintenance services? Do you offer customer support services in Spanish for clients in Mexico? Do you provide training or instructional materials for the use of your equipment? Do you offer training or instructional material for the use of the equipment in Spanish? What warranty do you offer on your veterinary and training equipment? Can you provide references from other clients who have purchased your veterinary and training equipment for canines? Would your company need to subcontract any part of the work? Please explain. Do you recommend dividing the procurement requirement by product type (e.g., veterinary equipment, training equipment)? What are the advantages and disadvantages of segmenting the requirement by product type? How would dividing the requirement by product type impact your ability to meet our needs? Would dividing the requirement by product type result in cost savings or increased efficiency? Based on your experience, do you have any specific recommendations for how we should approach segmenting the requirement by product type? Are there any best practices or considerations we should keep in mind when dividing the requirement? Are you a member of the Veterinary Equipment Distributors Association (VEDA)? Is the equipment you offer registered with the FDA’s Center for Veterinary Medicine (CVM)? Did your company identify any areas in the draft specifications that present excessive risks or other concerns? If so, please provide detailed information and suggested mitigation.
