This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The United States (U.S.) Department of State Bureau of Global Talent Management (GTM) has a requirement to provide onsite and hybrid staffing to ensure ongoing and systematic upload of personnel files into the eOPF application by assisting the FTE employees within Records Information Management to locate and request prior service Official Personnel Folders (OPF) records and transcripts of service from the National Personnel Records Center; and directly from losing Federal agencies. Please see attached draft Performance Work Statement (PWS) for additional information. The North American Industry Classification System (NAICS) Code is anticipated to be 561410, Document Preparation Services, with a size standard of $19M. The Government is contemplating establishing a Labor Hour contract to procure these services with an anticipated start date in September 2024. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. Interested parties are requested to address the questions in the attached Market Research Questionaire. Responses are limited to a maximum of three (3) pages.
