The Bureau of Diplomatic Security (DS) seeks to identify companies with expertise in less-than-lethal (LTL) compound defense systems, including commercial off-the-shelf (COTS) or modified COTS technologies for crowd control and deterrence in diplomatic environments. The systems of interest include, but are not limited to, acoustic, RF energy, chemical, water, irritant, laser, fog, and foam systems, and they must not use an explosive charge to deploy irritants. Respondents are requested to provide detailed technical and physical specifications, images, technology maturity details, and a rough order of magnitude cost for a system covering four double-door entrance points on a 200m by 400m compound. A future procurement will require a COTS product available for sale to the U.S. government or its contractors. Companies are encouraged to respond to individual system categories even if they cannot meet every requirement.
