HAARP large scale blast testing and fragmentation characterization
This opportunity seeks a performer to conduct large-scale blast testing and fragmentation tracking of anti-ram barriers under a simulated 2,000-lb TNT VBIED attack, split into Phase 1 (baseline barrier debris characterization) and Phase 2 (modified barrier debris characterization). The performer must propose test site setup, instrumentation plans, and methodologies to capture debris dimensions, weight, velocity, height, and dispersion at specified distances, with a minimum range limit of 2,000 lbs TNT NEW and capacity for tracking debris up to 1,500 ft. The project must be completed within 24 months, with compressed schedules preferred, and deliverable reports include a quick-look report within 14 days of each test and full written reports within 45 days. Final reports and testing videos are to be delivered on a hard drive to an Arlington, VA address.
