This Sources Sought is a market-research/RFI effort to identify vendors capable of supplying satellite phones and associated prepaid global service plans under the attached draft SOW; it is not an RFQ/IFB/RFP and does not commit the Government to contract or pay for responses. The Government is evaluating two delivery/import models: delivery to Brownsville, TX with the Government handling importation into Mexico and the vendor providing export licenses/permits, or delivery to the INL Mexico warehouse (Trafimar, Naucalpan, Estado de México) with the contractor responsible for importation, customs clearance, and acting as importer of record. Respondents should address feasibility, estimated cost, lead time, and risks for both delivery scenarios, as well as the technical/service requirements, including a prepaid global satellite plan per phone for 720 days with at least 6,000 minutes serviceable in Mexico. Vendors must also address SIM pre-activation, Spanish-language technical support in Mexico, a 12-month warranty valid/serviceable in Mexico without exporting equipment for repair, local representation/partner capabilities, operational testing, and Mexican import/customs experience if applicable. Responses are limited to 10 pages, 14-point font, searchable Microsoft Word or Adobe Acrobat, and must identify company/contact/business-type information and answer the listed questions.
