The Bureau of International Narcotics and Law Enforcement Affairs (INL) is conducting this sources sought notice for market research only; it is not a formal solicitation and does not commit the government to issue a solicitation or make an award. The contemplated design-build procurement would rehabilitate and improve the FEN Puerto Castilla facility in Honduras, with completed facilities and equipment transferred to the Fuerza Especial Naval upon final acceptance. Work includes rehabilitating about 40 linear meters of existing maritime dock, constructing a new 15-linear-meter dock extension with an optional concrete topping slab over the full 55 m, and building/improving an approximately 80 m² Outboard Engine Workshop and an approximately 40 m² Emergency Response Barracks for eight personnel. The contractor would need to provide design and engineering, construction/renovation, importation of materials/equipment/manpower to Honduras, warranty documentation, O&M manuals, training, and applicable Honduran licenses/certifications, with demonstrated similar construction experience in Honduras within the last five years. The proposed period of performance is 240 calendar days from issuance of Notice to Proceed.
