This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a oral solicitation will not be issued. “Notice to Respondents: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.” The Department’s Bureau of Diplomatic Security (DS) Physical Security Division (PSD) Research and Development Branch (DS/PSD/RD) has developed multiple non-proprietary threat mitigation retrofits and designs. These designs have been developed and validated through testing over the past 20 plus years. This effort will create a catalog of DS/PSD/RD’s work to serve as reference material for Department planners and designers supporting the Department’s overseas missions. DS/PSD/RD is soliciting proposals from qualified architecture and engineering firms to assemble this catalog and create the drawings, conceptual designs, and details required for a designer to implement the threat mitigation technologies into Department construction projects.
