These projects are assigned to SPC by the OBO Director to plan and execute because of the unique security requirements of the projects. Most of SPC’s contracts (including IDIQ contracts), require the contractors to have an active Department of Defense Top Secret Facilities Clearance at the time of contract award. The A/E contracts will be fixed price negotiated in accordance with FAR parts 15 and 36.
