The United States (U.S.) Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) has a requirement to support U.S. Government efforts to enhance the operational effectiveness of police in peacekeeping operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in United Nations (UN) peacekeeping missions by providing capacity-building support and specialized training, mentoring and advising. This solicitation is reserved for small businesses under a 100% small business set-aside. The Government intends to establish a single award contract as a result of this solicitation. The planned contract type is a hybrid which includes labor hour CLINs for the required services and cost reimbursement CLINs for travel and ODCs. Anticipated start date is September 2024. The United States (U.S.) Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) has a requirement to support U.S. Government efforts to enhance the operational effectiveness of police in peacekeeping operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in United Nations (UN) peacekeeping missions by providing capacity-building support and specialized training, mentoring and advising. The Government is contemplating establishing a hybrid labor-hour/cost reimbursement contract to procure these non-commercial services with an anticipated start date in September 2024. This pre-solicitation notice provides notification of the Government's intent to issue a solicitation in the next 30 days as a 100% small business set aside.
