The IV&V work is essential to ensure that the software that is pushed to production has a very low defect rate; this is accomplished by working to find errors with the software that may be overlooked by the development team or may have gone unconsidered. Using an independent company ensures that this testing is done from a user's perspective and avoids the bias of the development team, which is used to seeing the software from the inside out and may not be able to easily put themselves into the role of an end-user.
