Order of Magnitude: More than $10,000,000 IAW FAR 36.204(h) Competition Procedures: Small Business Set Aside Basis of Award: Lowest Price Technically Acceptable (LPTA) Contract Type: Firm-Fixed-Price The approximate acquisition schedule is as follows: The synopsis will be posted for at least fifteen (15) days. On or about May 31, 2024, the Government plans to post the solicitation on http://sam.gov. No paper copies will be mailed. Once posted, offerors will have approximately thirty (30) days to submit proposals. All dates are subject to change. The Question and Answer (Q&A) period opens with the posting of the solicitation and ends on the date specified in Section L of the solicitation. All announcements and amendments made to the solicitation will be posted to http://sam.gov. Only emails following the Q&A instructions in Section L of the solicitation will be accepted. No other emails or phone calls will be accepted. Offerors shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform the required work in Senegal. This is a sources sought notice for information only. This is not a request for proposal or quotation or an announcement of a solicitation. This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The US Department of State's Bureau of Political Military Affairs, Office of Global Programs and Initiatives, Peace Operations Capacity Building Division (PM/GPI/POCB), is seeking potential sources capable of management, training, personnel, equipment, training support materials, technology, supplies, and incidentals necessary to meet the performance objectives of the Global Peace Operations Initiative (GPOI), a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). Performance objectives are as follows: The Chadian National Army (in French – Armée Nationale Tchadienne (ANT)) will hereafter be referred to as the ANT. Chad deployed peacekeepers to Mali from 2013 to its withdrawal in December 2023. In Mali it had two (2) infantry battalions and a special operations force company for a combined total of 1,425 soldiers located at three (3) different locations in the austere, improvised explosive device (IED)-riddled Sector North, a mission environment to which few other troop contributing countries were willing to deploy. There had been mixed reports about Chad’s performance in mission. In general, the Chadian units have a reputation for being willing to take robust action to repel attacks by terrorist groups but also for being unpredictable and have difficulty navigating the UN directives for Rules of Engagement (ROE) or Use of Force (UOF). From a mission support perspective, the ANT has a request process and supply chain from N’Djamena to Sector North; however, they lack technical maintenance and sustainment skills, as well as in depth understanding of UN Contingent Owned Equipment (COE) policy application. Chad has consistently demonstrated a willingness to accept training assistance and advice from the international community to improve performance in key areas. Chad did not consistently demonstrate the capability to adequately prepare its peacekeeping forces for MINUSMA, and the ANT was perpetually under-resourced with the staff, facilities, and equipment necessary to conduct effective pre-mission training. While the ANT has a small, dedicated staff assigned to their training site at Camp Moussoro, the trainer cadre is mostly stationed in N’Djamena and travels to Camp Moussoro to conduct training. Camp Moussoro lacks all necessary life support to properly support the large influx of personnel arriving to receive training, including infrastructure, the basic classroom resources and training aids, institutional processes, and staff continuity required to plan and implement comprehensive, mission-focused training for the ANT’s peacekeeping forces. Purpose. The overarching purpose of this project is to build The Chadian National Army (in French – Armée Nationale Tchadienne (ANT)’s capacity to prepare, deploy, and sustain effective peacekeeping forces in support of UN-mandated tasks. The activities in this SOW shall complement broader GPOI programming efforts and support U.S. Government (USG) peacekeeping policy priorities for Chad and the region. Required tasks, as described in the Scope of Work, consist of three (3) distinct but interconnected activities: The development and delivery of high-quality training that is informed by the latest UN policy, doctrine, and guidance and that incorporates partner nation doctrine, processes, practices, and lessons learned; mission-specific and responsive to changing mission trends; adaptive to both formal classroom and field training environments; and carried out using sound adult learning principles with consideration for a variety of trainee skill levels to execute a combination of classroom, hands-on learning/practical exercises, and field training exercises. Strategic, responsive, collaborative, and respectful mentorship and engagement before, during, and after training activities which builds partner confidence, addresses unique training requirements, and develops institutional capacity to advance the partner toward self-sufficiency and improved operational readiness. Procurement and delivery of equipment and supplies for use in pre-deployment training the same way that partner employs the equipment and supplies in the mission. Training aids and support material should be introduced for added realism and scenario flexibility. The partner’s peace operations training center (POTC) staff should be capable of maintaining, repairing, accounting, issuing, and storing equipment, supplies, and training support material after the completion of training as specified by the contract. This is not a solicitation, there is no guarantee that a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement will be published on SAM.gov. The potential offerors need to document experience in coordinating with host nation government(s) to plan the work and mitigate or solve potential issues; Experience in providing supplies and services to support training activities and in importation of materials, equipment, manpower, and any other necessary resources required for the completion of projects. Capabilities of Successfully Completing projects: Ability to obtain business license/permit in Chad required to operate; Ability to provide all required services, manpower, and materials; Ability to provide and deliver required materials and equipment to projects located in Chad; Capabilities to import all required material and equipment through either sea or air transportation to Chad; Ability that, should a solicitation be issued in the future for this requirement, offerors should declare if the offeror is applying as a primary contractor, a joint venture or partnership or other as applicable to their submission. Ability that, should sub-contractors figure into an offeror’s plans, the offeror will be expected to specify what percentage of work will be tasked to assigned sub-contractors. Period of Performance The proposed period of performance is a one-year base period and three one-year option years.
