This Request for Proposal is being issued in support of the Bureau of Diplomatic Security (DS) which provides security for U.S. personnel overseas and foreign dignitaries visiting the U.S. Armored vehicles are a key component in providing effective security and the Defensive Equipment and Armored Vehicle Division (DEAV) of the Office of Physical Security Programs (PSP), Countermeasures Directorate, Bureau of Diplomatic Security (DS), purchases armored sedans, SUVs and vans for both the Department of State (the Department), other federal agencies and departments. Currently, DEAV has a deployed fleet of over 4,000 AVs with several hundred AVs in production. In an effort to improve the quality of deployed AVs, DEAV has revised the Department of State Armored Vehicle Specification Revision 6. This Revision 6 has updated requirements for performance and inspection, and greatly increased the endurance mileage performed. The objective of this requirement is to more rigorously test first article armored vehicles (AV) to ensure a higher quality of production AVs that will be deployed to posts. AV service life ranges from five to ten years depending on the environment, usage and build quality. The increased rigor of the performance and endurance testing is an attempt to extend this service life through improved build quality.
