The purpose of this description is to provide the following update: 1. The original pre-solicitation notice (Refer to Pre-Solicitation Reference Number: 19AQMM23N0037 attached to this notice) posted on May 9, 2023 anticipated a release of the S/GAC Data and Systems Support Services Request for Proposal (RFP) during the following period: May 22 - May 26, 2023. 2. The posting of the S/GAC Data and Systems Support Services RFP did not occur, as planned. 3. The anticipated release date of the S/GAC RFP is dependent on completion of an internal review process. At this time, the release date is uncertain. 4. In reference to the prohibition of exclusive arrangements/agreements, the following clarity is provided: The Offeror shall not propose teaming arrangements/agreements of any kind (includes prime-subcontractor relationships) on an exclusive basis. Offerors shall provide a copy of all executed teaming arrangements/agreements with its proposal. The teaming documentation must include but is not limited to structure of the teaming arrangement/agreement, responsibilities, and liabilities; monetary responsibility; managerial responsibility and accountability; and applicable legal documents. The burden of proving that any teaming arrangement/agreement proposed does not restrict competition shall rest with the offeror. Offeror’s are advised that should the Government determine that any such proposed teaming arrangement/agreement, inhibits competition that may render the offeror’s proposal ineligible for award. 5. The S/GAC RFP will be released under Reference # 19AQMM23R0059.
