This is a notice/synopsis of a proposed sole source action This procurement is being conducted using FAR 12 and 13 procedures. The authority for soliciting a single source is FAR 13.106-1(b)(1), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The Department of State’s (DOS) Bureau of Administration (A), Office of Acquisition Management (AQM), Diplomatic Security Contracts Division (DSCD), Security Branch (SB) intends to award a sole source contract to Grayshift, LLC, 1011 Mansell Rd Ste B, Roswell, GA 30076-8850 for Graykey annual licenses, in accordance with (IAW) FAR 13.106-1(b)(1), on behalf of the Technical Analysis and Special Operations (TASO) branch within DOS’ Cyber Threat Analysis Division (CTAD). The licenses will allow TASO to digitally analyze government owned iOS devices throughout the department that exhibit abnormal operating behavior. IAW FAR 5.102, the justification documentation is attached to this notice. Summary of Requirements: Graykey Annual License – Offline Mobile QTY: 3 Graykey Annual License – Offline Fixed QTY: 1 Period of Performance: 10/24/2022 – 10/23/2023 Use of the Offline Fixed license must be authorized within a four-mile radius of the activation location: 1801 North Lynn Street Arlington, VA 22209 This notice is not a request for competitive quotes, however, IAW FAR 5.207(c)(16), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, no later than 26 September 2022 at 1:00 pm ET to Sara Marron at MarronSM2@state.gov. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
