This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). Volume II: Technical and Past Performance Technical: Offeror shall submit a technical description which clearly demonstrates their understanding of the requirements of the Statement of Work and addresses how the requirements will be fulfilled. The offeror must not simply state they will meet or exceed the requirement; evidence must be provided. If an offeror cannot comply with the ANSI protocol exactly as written (refer to the Statement of Work) due to limitations of equipment or due to the size of the laminated glazing panels, then the offeror shall identify the limitation and recommend alternative equipment or testing methods in the quotation for the Government's consideration. Do not provide any pricing information in the technical description. Past Performance: Description of the offeror’s relevant and recent experience in performing similar work. Include contract numbers, points of contact with telephone numbers/email addresses, and other relevant information. Volume III: Price Quote Completion of the Pricing Worksheet attachment is required. All unit prices and extended prices for each CLIN shall be completed. The total contract price shall be completed. While the pricing worksheet contains formulas to assist in completion, the offeror is responsible for ensuring all prices and the total price is correct and complete. The following factors shall be used to evaluate offers: Technical Price Past Performance Technical Demonstrates full understanding of all the requirements sought in the statement of work and understanding of the resources and time needed to successfully accomplish the effort. Documented professional experience in weathering, especially using the provisions in ANSI Z97.1-2015 (R2020). Demonstrates understanding of, and can support, weathering, inspections, and reporting of weathered glazing units with the level of detail sought in the statement of work. Demonstrates understanding of the weathering process to ensure the glazing units received are placed, monitored, inspected, and weathered per ANSI Z97.1-2015 (R2020), or approved alternative as described in the Technical Volume instructions in Addendum to FAR 52.212-1. Price The Government will make a determination, in accordance with FAR subpart 12.209, as to whether the proposed prices are reasonable for the work to be performed, reflect a clear understanding of the requirements, and are consistent/commensurate with the overall technical requirements. Price evaluations will be based on the completeness, accuracy, and reasonableness of each offeror’s proposed prices. (d) Comptroller General Examination of Record.
