The Department of State Office of Acquisitions Management, on behalf of the Bureau of the Comptroller for Global Financial Services issues this special notice of its intent to negotiate a sole source purchase order with Phire, Inc. for a renewal of its proprietary Phire Architect software licenses and associated maintenance. CGFS has identified Phire, Inc. as the only company capable of providing the required licenses, which is tightly integrated into the software development workflow and is specific to the PeopleSoft product that is at the core of the Enterprise project. Software Support and Maintenance is key to the optimal performance of the large financial databases housed at the Global Financial Services Center (GFSC) for domestic and overseas users of the Global Foreign Affairs Compensation System (GFACS). GFSC hosts these systems for domestic users as well as users located at over 160 Department of State missions overseas. Phire Architect Software is a unique configuration management system tailored to manage the primary components of GFACS, and it is the government’s determination that no other product can replace it without introducing an unacceptable level of risk. Phire Inc. does not have any authorized resellers for the Phire Architect support and maintenance plans. Phire, Inc. is the sole provider of the Phire Architect software support and maintenance plans. Should potential offerors believe they have the required product CGFS requires, respond to this Notice by submitting written capabilities/specifications of the products to the Acquisitions contact at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this combined synopsis/solicitation will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with Phire, Inc. The resulting purchase order is to be processed using Simplified Acquisition Procedures (FAR 13) in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.
