This requirement is covered under NIAICS code 541519. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources; whether they are small businesses; HUBZone small business; service-disabled veteran owned small businesses; 8(a) small businesses; veteran owned small businesses; woman owned small businesses; or small disadvantaged businesses; their size classification relative to the North American Industry Classification System (NAICS) code for the contemplated acquisition. Be advised that acquisition strategy and set-aside decisions may be made based on the information provided in response to this RFI Seeking recognized / authorized resellers (Small businesses) of Cellebrite products for a base and two option year renewal. Cellebrite sells their products and services as a direct transaction with their customers. In all cases, sales are subject to Cellebrite’s approval. The software required below is needed to allow for the proper operation and use of specific U.S. Department of State (DoS), Computer Investigations and Forensics Division (DS/CTS/CTI/CIF) applications. Product / Quantity 1) UFED Touch 2 QTY - 11 2)UFED4PC QTY - 12 3) Physical Analyzer QTY - 7 4) Inspector QTY - 12 5) Digital Collector - QTY - 10 BACKGROUND: The Computer Investigations and Forensics Division (DS/CTS/CTI/CIF), within the Bureau of Diplomatic Security (DS), was established in 2004 to provide DS Special Agents and others within the Department the best possible resources for computer evidence recovery and analysis, internet and network investigations, and technical investigations. CIF’s Digital Forensics Lab provides digital, mobile, and multimedia forensic analysis in support of criminal investigations conducted by DS Special Agents worldwide. Digital and Mobile Forensic Analysts assigned to CIF depend on tested and industry accepted software and hardware to conduct forensic examinations of submitted digital evidence. OBJECTIVE: The primary objective of this acquisition is to obtain a firm-fixed-price base contract with three option years in order to renew CIF’s access to proprietary software from Cellebrite. Cellebrite recently acquired a company called BlackBag Technologies and therefore this contract will also include two of their products previously purchased by CIF with a credit card but now marketed and sold under Cellebrite’s brand name. Those two products do not share the same Period of Performance and therefore the base year should be prorated to establish a common expiration date starting with the first option year. Cellebrite develops, manufactures, and sells software and hardware that enables the acquisition and analysis of digital evidence from a variety of sources including mobile devices, computers, electronic storage media, and the cloud.
