The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services to support the U.S. Mission in Bogota, Branch office in Barranquilla and Cartagena. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government). All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. The approximate acquisition schedule is as follows: Once the solicitation is posted on sam.gov the offerors will have approximately at least thirty (30) days to submit ELECTRONIC proposals ONLY. All dates are subject to change and any change will be posted on this site. Site visits will not be conducted due to COVID-19 pandemic, a power point presentation was be provided. Offerors must be fully registered in sam.gov with a proper DUNS number in order to be evaluated. Offerors to include Joint Venture partnerships who are not registered, will not be eligible for evaluation. Notice Type: Pre-solicitation Synopsis: The U.S. Department of State (DOS) intends post a solicitation with the intention to award a time and materials contract with firm-fixed price and cost-reimbursable elements for the Local Guard Services at the American Embassy in Bogota and the U.S. Branch Office Cartagena and Barranquilla hereinafter known as the U.S. Mission Colombia. The U.S. Mission Colombia requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. The Government plans to post the solicitation NLT than four weeks from this posting. No paper copies will be mailed and submissions from offerors are electronic only IAW the solicitation. The approximate acquisition schedule is as follows: The synopsis will be posted for approximately 30 calendar days. Once the solicitation announcement closes on BETA.sam.gov the offerors will have to submit proposals timely. All dates are subject to change on the announcement only. Site visits will not apply due to COVID 19 considerations. A power point presentation will be provided. Firm dates will be announced at the time the solicitation is posted. In accordance with 22 U.S.C. § 4864, the Government will give preference to offerors qualifying as U.S. persons or U.S. Joint Venture Persons.
