The Directorate of Defense Trade Controls (DDTC) within the U.S. Department of State is responsible for ensuring commercial exports of defense articles and services advance U.S. national security and foreign policy objectives. DDTC maintains the United States Munitions List (USML) and the International Traffic in Arms (ITAR) regulations. DDTC recently modernized its information processing systems used to support the ITAR using a combination of custom applications and services (ElasticSearch and Basis Rosette), running on Microsoft Azure Government (MAG) cloud and SAS applications including ServiceNow, Box, Okta, ElasticSearch, and Tableau. The Defense Export Control and Compliance System (DECCS) support both external entities (Defense contractors, manufacturers, exporters, brokers, etc.) and internal U.S. Government employees and contractors. Contractor will be responsible for full lifecycle of the systems including analysis, development, integration of various cloud environments, testing, training, database and system administration, operations, security and compliance, maintenance, cloud cost containment, procurement paperwork, and following various federal regulations as they relate to systems and data collection. The following sections briefly describe DECCS applications and DECCS environments and the various federal regulations that must be followed by the contractor.
