Passport Services intends to issue a Sole Source task order to DV United which is a Service Disabled Veteran Owned Small Business (SDVOB) against their NIH CIO-SP3 GWAC for online training to a small or disadvantaged business. Through this contract the Passport directorate seeks to continue uninterrupted training of a large and geographically dispersed pool of passport application Acceptance Agents. Online training is important to the Passport program because the number of applicants each year exceeds Passport Services’ organic intake capacity. Since 1973, the organization has relied on a network of publicly accessible federal, state, and local government services to implement an initial in-person appearance requirement. Applicants complete a DS-11 form and present themselves with supporting documentation to one of over 8,500 Acceptance Facilities for “execution” of the form. These Agents verify that the applicant looks like the photo in their identification document and in supplied photographs, they have included evidence of citizenship, and they are using the correct application form. The Acceptance network executes the DS-11 at post offices, public libraries, courthouses, and military bases located domestically and overseas. Agents have no access to Department of State information systems. To promote process uniformity, manage training for many Agents, and accept around ten million DS-11 applications each year, Passport Services relies on Internet-based training.
