The order of magnitude for this requirement is between USD $250,000 and $500,000. The estimated period of performance is 120 calendar days from the notice to proceed. This acquisition is issued under full and open procedures. If you intend to submit a proposal, you should thoroughly examine all documents contained in this solicitation package. The USG has scheduled a site visit (see section L.10, FAR 52.236-27) and will hold a pre-proposal conference on January 27, 2020. All prospective offerors are invited to attend. The conference will be held at the US Embassy Bogota, Colombia at 10:00 a.m. EST. If you plan to attend, you must confirm your attendance no later than January 23, 2020 by 12:00 p.m. EST as described in the Schedule B_M in this solicitation. See additional instructions in Section L.10. Submit any questions you may have concerning the solicitation in writing and in English as described in the Schedule B-M (see L.9, FAR 52.236-27). This is a Pre-Solicitation Notice of the Government’s intent to issue a solicitation for the transportation and refurbishment of seven (7) containers to be delivered and installed in the Batallón de Fuerzas Especiales, Cantón de Fuerzas Especiales, Manzanillo del Mar Cartagena, Bolivar, Colombia. The order of magnitude for this requirement is between USD $250,000 and $500,000. The estimated period of performance is 180 calendar days from the notice to proceed. This acquisition will be issued under full and open procedures. This project consists of supplying, refurbishing, transporting and installing: Two (2) 20’ SEA LAND VAN containers which will be renovated for office facilities, three (3) 40’ SEA LAND VAN containers which will be renovated for lodging facilities, one (1) 20’ SEA LAND VAN container which will be renovated for kitchen and dining facilities, and one (1) 20’ SEA LAND VAN container which will be renovated for bathroom facilities. The project includes activities such as container refurbishing, roofing, furniture, electrical and hydro sanitary installations and exterior walkways, which will be described in the solicitation documents. The construction shall include the use of quality materials that are capable of withstanding tropical rainy climate. The contractor will be responsible for transportation, meals and lodging of the construction team on the work site (away from the project site), or as arranged with the COLNAV personnel. The contractor shall have a representative at the work site to receive materials, which shall be responsible for unloading materials and transporting it to the actual project location. Place of Performance: Batallón de Fuerzas Especiales, Cantón de Fuerzas Especiales, Manzanillo del Mar Cartagena, Bolivar, Colombia. Cartagena can be accessed through commercial flight and by road. The solicitation is expected to be posted around January 17, 2020 and will be available for 30 days – reference 19AQMM19R0336. Award of a Hybrid (Firm-Fixed Price and Cost Reimbursable) contract is within 120 calendar days from the solicitation response date. A preproposal conference and/or site visit(s) will be scheduled and included in the solicitation. Contractors shall express their interest in this solicitation by written correspondence to the attention of Holli Baker.
