Q&A also published on 1/14/2020. **** *** Solicitation 19AQMM190322 published on 12/06/2019. *** This is a Pre-Solicitation Notice of the Government’s intent to issue a solicitation for the Utilities & Steel Building Upgrade for BRCNA – Tumaco, Narino, Colombia. The order of magnitude for this requirement is between USD $250,000 and $500,000. The estimated period of performance is 120 calendar days from the notice to proceed. This acquisition will be issued under full and open procedures. This project is for upgrades to the BRCNA Facilities in Tumaco which includes water well and the water supply and sewage and treatment utilities, as well as electrical utility for connectivity, and upgrades to two (2) Steel Buildings for the Colombian Army (COLAR) in Tumaco, Narino, to support BRCNA program at the existing Facilities in Tumaco. The construction shall include the use of quality materials that are capable of withstanding tropical rainy climate. The facilities consist of construction of water well, water supply and sewage utilities, as well as electrical utilities including the distribution and diameters shown in the attached drawings. The contractor shall also include the sewage treatment plant, connectivity to the existing Water treatment plant, earthwork, backfilling, removal of existing and installation of new ceiling and tiles for two (2) existing Steel Buildings facilities. The construction shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10), NTC 2050, RETIE, RETILAP, RAS, INVIAS, ENVIRONMENT STANDARDS, etc. as applied to each case. The contractor will be responsible for transportation, meals and lodging for the construction team on the work site (away from the project site), or as arranged with the COLAR personnel. The contractor will have a representative at the work site to receive materials, which shall be responsible for unloading materials and transporting it to the actual work site. Place of Performance: Colombian Army (COLAR) BRCNA facilities in Tumaco town at Department of Nariño, Colombia. It is located in the southwest part of the Colombian territory along the pacific coast. It is located 300 km from San Juan de Pasto which is the capital of the Nariño department and can be accessed through commercial flights. The solicitation is expected to be posted around December 06, 2019 and will be available for 45 days – reference 19AQMM19R0322. Award of a Hybrid (Firm-Fixed Price and Cost Reimbursable) contract is within 120 calendar days from the solicitation response date. A preproposal conference and/or site visit(s) will be scheduled and included in the solicitation.
