Enclosed is a Request for Proposals (RFP) for Construction of New Shed Building at the Chancery, the U.S, Embassy Baku, Azerbaijan. If you would like to submit quotation, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on August 29, 2023 at 11:00 am Baku time at U.S. Embassy Baku (Chancery). Prospective offerors/quoters should contact Procurement Agent Anar Rzayev at rzayeva@state.gov by August 28, 2023 for additional information or to arrange entry to the building. Proposals are due by 18:00 September 8, 2023, Baku time. No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your proposal must be submitted electronically to BAKUBIDBOX@STATE.GOV with BAKUBIDBOX@GMAIL.COM copied. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size exceeds 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. The American Embassy Baku hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for the Building Construction at the U.S. Embassy Baku. Approximate dimensions [7000 x 4000 x 3100 mm]. The U.S Embassy Baku intends to issue a single Firm-Fixed-Price construction contract for the project. The Contractor is solely responsible for providing construction services necessary to meet the requirements of this contract. The Contractor shall complete the project in accordance with the technical requirements which will be provided with the solicitation. A site visit will be held at the site in February 2023. The exact date will be announced later.
