The U.S. Embassy Baghdad (BEC) is conducting this acquisition of other than full and open competition for the contract acquisition of labor and communications conduit and installation services. At present, the communications infrastructure at ChuVille (the future BEC Hospitainer site) is inadequate to support the New Hospitainer Complex. ChuVille’s communications infrastructure must be upgraded immediately in order to support BEC’s fire, telephone, internet, sense and warn systems.
