The Bureau of International Narcotics and Law Enforcement Affairs plans to equip Ukraine’s National Police and State Border Guard with duty handguns and accessories, including 5,960 Glock 9mm pistols and 2,065 system components. These weapons must be fully interoperable with U.S. federal law enforcement duty handguns and delivered as complete, manufacturer-assembled systems with manuals, cleaning kits, and a one-year warranty. Delivery is urgent: the first partial delivery must be ready within 90 days after receipt of order, with all items delivered no later than 300 days after award and picked up from the vendor’s location by a State Department freight forwarder. Evaluation will weigh technical compliance, delivery timeline, export compliance experience, past performance with Ukraine or similar deliveries, and price, with negotiations possible after initial review.
