INL requires new M2 machine guns, manufactured to US military specifications and ISO 9001:2008, to equip a partner nation against airborne threats; the manufacturer must be a current DOD supplier with IPI certification. Delivery is FOB origin, with items picked up from the vendor’s location by a State Department freight forwarder, and partial deliveries are required: 30 units by 30 days, 50 by 60 days, 50 by 90 days, and 20 by 120 days after award. Evaluation will weigh technical specifications, delivery timeline, past performance (particularly deliveries to Ukraine and export compliance experience), and price, with the government able to negotiate with selected contractors.
