INL PAKISTAN: UNMANNED AIRCRAFT SYSTEMS (UAS)
The U.S. State Department's INL-Pakistan program seeks a contractor to supply two mid-range, backpack-portable eVTOL fixed-wing UAS systems for the Pakistan Maritime Security Agency (PMSA) to enhance maritime surveillance and counter-narcotics capabilities. The contractor must also provide manufacturer-led on-site training for up to ten PMSA personnel at PMSA facilities in Pakistan. Delivery is required to PMSA Karachi, Pakistan within 270 calendar days after contract award, or within 270 days after receipt of any required export license, with export license applications to be submitted expeditiously. The government anticipates a firm fixed-price contract awarded on a best-value basis, considering technical compliance, delivery timeline, past performance (at least three similar UAS contracts in the last three years), after-sales support in Pakistan or the region, warranty, and price. Performance will take place in Pakistan, including delivery to Karachi and on-site training at PMSA facilities.
