INL Haiti: Tactical Operations in Urban Terrain Training
The Bureau of International Narcotics and Law Enforcement Affairs requires a vendor to deliver a six-week Tactical Operations in Urban Terrain training program for Haitian National Police recruits in Port-au-Prince. The training will be integrated into three consecutive recruit courses over a one-year period, with each course comprising approximately 1,200 recruits. The vendor must deploy a training team to deliver six sequential modules covering weapons handling, urban patrolling, room clearance, vehicle checkpoints, and pistol/rifle qualification. The contract is a small business set-aside with a firm fixed price structure, awarded based on best value to the government. All training must incorporate human rights awareness and International Humanitarian Law principles.
