Do not include proprietary data or noncommercial solutions to allow for competition. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal. The Department of State (State), Bureau of International Narcotics and Law Enforcement`s mission to establish an end-use monitoring (EUM) project to assure that EUM items (600 series, defense articles, and dual use items) donated to Ukraine is not diverted to inappropriate parties or uses. 2. Requested Information The focus of this RFI is to obtain input to and identify end use monitoring (EUM) capabilities in Ukraine. State is seeking ideas, input, comments, feedback, and recommendations from interested parties for future competitive End Use Monitoring projects. State is also seeking input regarding the structure of the solicitation itself, including any examples of other solicitations that have been successful in utilizing handheld scanners to conduct EUM. 3. Cover Page Responses shall include a cover page containing the following information: • RFI title • Names, phone numbers, and e-mail addresses for the principal points of contact • Company or affiliate name and address • Date of submittal 4. Funding Opportunity Announcement Recommendations State is interested in learning whether any businesses can address the following questions: Do you have EUM experience in Ukraine or western Europe? Do you have EUM experience in conflict areas? Do you have experience with consultant services? Do you have experience with military? And what types of military equipment do you have experience with? Do you have experience with defense articles and 600 series assets? What equipment do you use to scan and monitor EUM items in contingent areas? What are the best, commercially available IT solutions that could be utilized in a conflict zone? How would you monitor an EUM project? How would you evaluate the performance of EUM inspectors? If you have done similar work, how did your SOW look like? Should we buy handheld scanners and provide them to another vendor to deploy? What technical areas should be considered in State’ funding opportunity announcement? Do you experience working with the Ukrainian government? How often do you receive reports on malfunctioning scanners or any other monitoring technology? In addition to security, what other types of considerations would you include? Do you have experience operating in an unpredictable environment whether with State or DoD? Should the technical inspectors` component and the scanning technology component, including software and hardware be under one contract? We have technical specifications to upload the data to Integrated Logistics Management System (ILMS), what are your IT recommendations for State to receive this data? How many people do you think State would need for monitoring over 100k+ items in approximately 100 locations (within Ukraine) on an annual basis [ADD TIMEFRAME]? Does the inspection team need to be in Ukraine, or can they be based regionally? How would you recommend pricing? Can you conduct a planned inventory report, based on the previous inventory date for each defense article and an established frequency of inspection? Do you have experience in conducting inventory inspections and creating the appropriate documentation? Do you have experience in program analysis, data retrieval, and report generation? Do you have experience providing support of both a programmatic and information technology (IT) nature? What are ways to assure that EUM items (600 series assets, defense articles, and dual use items) donated to Ukraine are not diverted to inappropriate parties or uses? Can you conduct inspections offline? What are your strategies and parameters to access contingent areas? Do you have the capability to establish and correct inventory records, and to confirm each item of inventory by serial number? Are you able to defer a scheduled inspection when a particular item may be deployed or otherwise unavailable for inspection? Can you adjust, deplete, or transfer inventory records, and trace the origin of an item to the USG program that furnished it, provision of reference tools and the latest EUM policy and procedural guidance? Do you have any EUM related procedures or lessons learned? Is this type of service available as a commercial service acquisition? Is this type of service available as a performance-based service contract? Identify any known regulatory or statutory requirements unique to government contracting that would impede the use of the best commercial buying practices. What acquisition strategies are typically used when acquiring this type of service? Please identify your reasoning for the most appropriate contract type. If an incentive type contract was identified, what kinds of incentives? What is the type of your business (women owned, 8A, small business, etc.)? Are the inspectors required to speak Russian or Ukrainian fluently? Any other factors should we be considering? 5. Other Information Provide any other relevant information that would help improve the solicitation process. 6. Participant Eligibility for Response to the RFI Information is being sought from parties that have experience in conducting End Use Monitoring in contingent environments. 7. Program Guidelines This market research request is done under the Federal Acquisition Regulation (FAR), Parts 10 – Market Research and FAR subpart 15.201(e) – Requests for Information. 8. Intellectual Property Rights Participants are advised that RFI responses should be submitted without any restrictive markings. However, if restrictions are required to fully explain a response, the participant is responsible for marking the cover page and any and all submittal documents appropriately. Respondents are strongly discouraged from placing any restrictive markings on submissions as they may limit State’ ability to use the submitted information. 9. Disclaimers a. State does not plan to send individual acknowledgements or replies to respondents to the RFI. However, State may conduct one-on-one meetings with entities that respond to this request if clarification or additional information is required to improve State’ understanding of the comments provided. If State decides to hold one-on-one meetings, applicable interested parties will be contacted. The decision to meet with an organization one-on-one has no bearing on the worthiness of its RFI submittal or on any future offerings. b. This is a request for information only. It has no direct relation to other State Funding Opportunity Announcements or solicitations. State does not presently intend to solicit or award any kind of contract or financial assistance award; this RFI is issued only with the intent of obtaining information. c. Any response to this RFI is voluntary and State does not commit the Government to any expense or obligation. This request Does not impose any obligation on the Government or signify a firm intention to enter a contract. No costs associated with responding to this RFI or participating in any subsequent meetings will be borne by the Government. d. State does not intend to publish the results of the responses to this RFI. e. Do not include proprietary data or noncommercial solutions to allow for competition.
