The Embassy of the United States of America invites you to submit a proposal for providing trunked digital radio services to American Embassy New Delhi and its Consulates in India for its Emergency Radio Program. If you would like to submit a proposal, please refer to Section 3 - Solicitation Provisions and read carefully to understand how to submit a proposal and submit it at newdelhibids@state.gov. Proposals not complying with the requirements specified in Section 3 may be deemed as incomplete and shall be excluded from further consideration. The Embassy intends to award the contract to the lowest priced, technically acceptable offeror, who is a responsible contractor (See Section 4 – Evaluation Factors). We intend to award a contract order based on initial proposals, without holding discussions, if necessary, we may hold discussions with companies in the competitive range. Please do not submit the entire copy of this solicitation with your proposal. For a proposal to be considered, you must complete and submit the following electronically: SF-1449 (blocks 17, 23, 24 and 30). Block 24 should list the total value of the quote for the base year and the option year. Section 1, Prices, Block 23. Additional information as required in Section 3. Questions must be written in English. No questions will be entertained after July 18, 2022. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations. Your offer must be submitted electronically at the e-mail address newdelhibids@state.gov. The deadline for submission of offers is 5 p.m. on or before August 11, 2022. No proposal will be accepted after this time. The Embassy of the United States in New Delhi, India requires the services of a contractor to provide Trunked Digital Radio Services to American Embassy New Delhi and its Consulates in India for its Emergency Radio Program. Embassy will release a solicitation on the Federal Business Opportunities (FedBizOpps) website when it is available. The resultant contract will be a firm fixed price indefinite quantity/indefinite delivery (IDIQ) for a base year with one (01), one year option, under which firm fixed-price delivery orders will be placed. All responsible sources may submit a quotation which will be considered. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov , prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of proposals.
