The U.S. Embassy Reykjavik, Iceland is using a minimum of 50 lines for official purposes. The Contractor shall provide complete mobile telephones services for the U.S. Embassy of Iceland. As outlined below services provided shall include as a minimum: • Calls within Iceland • International calls • International roaming • SMS messaging • Voicemail • Cellphone rental (with physical SIM Cards or e-SIM) • 24-hour customer service and a dedicated account manager • Detailed billing of calls made • Data services • On-hand blank SIM cards to be activated by request • Possibility to temporarily suspend unused subscriptions. • Web-based, remote access to the Embassy account and invoices. The Contractor shall ensure that the connection through its network is of the highest quality possible and shall be uninterrupted, clear, and with no static. The contractor shall assure that all U.S. Embassy Reykjavik official cellular phone numbers are undisclosed. Network problems shall be remedied immediately, and the Contracting Officer’s Representative (COR) must be immediately informed of all problems and their resolution. All mobile telephone services provided (SIM/e-SIM cards included) must be assigned to local Icelandic phone numbers with country code +354.

The Embassy of the United States in Reykjavik, Iceland will issue a solicitation for mobile telephone services in Reykjavik, Iceland. This is an indefinite-quantity contract for the services. For each year of the contract, the U.S. Government guarantees a minimum of 50 cell phones lines. The maximum number of cell phone lines for each year of this contract is not expected to exceed 100 cell phone lines. These requirements may change depending on funding availability in forthcoming periods. Anticipated performance is for a period of one (1) base year and two (2) one-year option periods All responsible sources may submit an offer which shall be evaluated. The Government plans to issue the solicitation during the month of September 2025. Note: The response date is not a firm date, please see the Request for Quote (RFQ) for the actual date. All contractors must be registered in the SAM (System for Award Management) Database at https://www.sam.gov at time of quote/proposal submission and provide evidence thereof pursuant to FAR provision 52.204-7. Therefore, prospective offerors are highly encouraged to register in SAM immediately as non-registration shall deem the offeror to be nonresponsive and disqualified from consideration.
