This is a NOTICE OF INTENT for the Government to award a Sole Source contract for the Services to BLUE SHARK SOFTWARE INC. for the Mobile Software Development for Watch Mobile Devices on behalf the the U.S. Department of State's Bureau of Intelligence and Research (INR). This is a sole source requirement in accordance with authority citation, 41 UCS 253(c)(1), and the Federal Acquisition Regulation Part 6.302-1 Only one responsible source no other supplies or services will satisfy agency requirements. For this requirement, BLUE SHARK SOFTWARE INC. is considered the only responsible source and no other supplies or service will satisfy the agency requirement. This hereby constitutes a synopsis of the options included in this requirement. Should potential offerors believe they have a solution that meets the needs as described in the SOW, respond to this notice by submitting a brief summary of capabilities that would give the government enough information to effectively evaluate the response. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are recieved by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with BLUE SHARK SOFTWARE INC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described in the attached draft SOW. The Government will not be responsible for any costs incurred by responding to this notice.
