This is a NOTICE OF INTENT for the Government to award a Sole Source purchase order for the services of TESLA GOVERNMENT INC. on Bureau of Intelligence and Research’s O?ice of the Geographer and Global Issues (INR/GGI). This will be for one (1) base year, with four (4) option years. This contract is for Tesla Government Inc. to provide operation, maintenance, and suustainment services for the Boundaries and Sovereignty Encyclopedia (BASE) to be hosted on the StateToday.net platform, an existing searchable data management system that is securely accessible to all interagency partners in order to facilitate information access and document sharing on behalf of the Office of the Geographer and Global Issues. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1. This hereby constitutes a synopsis of the options included in this requirement. Should potential offerors believe they have a solution that meets the needs as described in the PWS, respond to this notice by submitting a brief summary of capabilities that would give the government enough information to effectively evaluate the response. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are recieved by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with TESLA GOVERNMENT INC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described in the attached draft PWS. The Government will not be responsible for any costs incurred by responding to this notice.
