Please see the solicitation amendment for details. The purpose of this amendment is to update Attachment II- Statement of Work. Section C.11.1 of the SOW has been updated to reflect the education requirement of the Project Manager. Additionally, second-round Q&A's are hereby attached to this solicitation. UPDATE: 7/21/2021- Solicitation amendment 19AQMM21R0197-A003 is now uploaded. Please see the solicitation amendment for details. The purpose of this amendment is to: 1) Update Attachment I- Contract Line Item Numbers and Labor Categories to include - Supply Technician II & III - Fields for the entry of the unburdened labor rate - Added calculation formulas to the Excel cells. Attachment I (R1) supersedes the previous version. 2) Correct Section G.3- Contractor's Project Manager to read "Project Manager" instead of "Program Manager" to avoid confusion. The Government is requesting a Project Manager and not a Program Manager. 3) Add attachment VI- Alternative to Contractor Performance Assessment Report to this solicitation. Per Section L.7.2, this document can be used in place of CPARS. 4) Update Section L.6.1.4 to reflect additional content that is excluded from the page limit of 80 for Volume I. 5) Remove a duplicate subcontracting information request from Section L.8. 6) Remove FAR 52.222-42 - Statement of Equivalent Rates for Federal Hires from this solicitation. 7) Update Section 7.1 to change the Facility Clearance evidence requirement from the Joint Personnel Adjudications System (JPAS) to the Defense Information Security System (DISS), due to DISS replacing JPAS as of March 2021. 8) Update Section 7.2 to change the time range of Past Experience and Performance information from 6 years to 5 years. 9) Attach the Questions and Answers (Q&A) to this solicitation. 10) Update section L.9 to extend the RFP due-date from July 26th, 11:00 a.m. to August 11th, 11:00 a.m. (EST)., and to implement a second-round question due-date of July 28th, 2021. The second-round questions should only address the Government's response to the previously asked questions. At this time, the Government will not respond to new questions. Unless otherwise specified herein, all other terms and conditions remain in full force and effect. PRE-SOLICITATION NOTICE This pre-solicitation notice is not a Request for Proposal (RFP), but merely informational, as a solicitation for this procurement will be posted on or about June 25th. The proposed solicitation number is 19AQMM21R0197. THIS ACQUISITION IS A SMALL BUSINESS SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB) under NAICS Code 561210 – Facilities Support Services and a size standard of $41.5M. The Department of State (DOS) is contemplating a single-award, labor-hour/time-and-materials Indefinite Delivery/Indefinite Quantity (IDIQ) based on best value to the government. DOS contemplates the contract period will be a base one-year period with four (4) one-year option periods. The non-personal services IDIQ contract will be performed in the Metropolitan D.C. and surrounding areas (i.e., Harry S Truman Building (Main State) and its local annexes). Labor Categories include, but are not limited to, receptionists, escorts, drafters, planners, and museum specialists. A Top Secret Facility Security Clearance (FCL) is required at proposal submission. Contractor personnel assigned to this contract shall possess either a Secret or Top Secret (depending on work location) personnel security clearances issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract performance. System for Award Management (SAM) registration is required prior to submitting an offer or quotation. If your company is not registered in SAM, you may register electronically at www.sam.gov. Potential respondents MUST be registered in SAM in order to receive notifications/or changes to the solicitation.
