This is a NOTICE OF INTENT for the Government to award a Sole Source contract for the services of Mulesoft, LLC on behalf of the Department of State, Bureau of Educational & Cultural Affairs, Office of Information Technology (ECA-IIP/EX/IT). The period of performance will be for a one (1) base year. This contract is for Mulesoft, LLC to provide services needed to oversee requirements gathering and design, risk identification, gap assessments, design alternatives and best practices as they relate to the overall solution design. The government needs to identify and design common Application components that can be re-used across the enterprise and seeks guidance to a dedicated implementation team that will promote the use of standard application functionality in an effort to avoid overly complex customization and later redesign. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1. This hereby constitutes a synopsis of the options included in this requirement. Should potential offerors believe they have a solution that meets the needs as described in the Performance Work Statement (PWS) respond to this notice by submitting a brief summary of capabilities that would give the government enough information to effectively evaluate the response. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government. A determination by the Government whether a competitive procurement i feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are recieved by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with Mulesoft, LLC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described in the attached draft PWS. The Government will not be responsible for any costs incurred by responding to this notice.
