This Sources Sought Notice is issued for information and planning purposes only as part of U.S. Department of State (DOS) market research and does not constitute a solicitation or a commitment on the part of the Government to conduct a solicitation in the future. Respondents are advised that the Government will not pay for information submitted in response to this Sources Sought, nor will it compensate interested parties for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this Sources Sought will not preclude a vendor from participating in any future solicitation. This requirement is covered under NAICS Code 513120, Periodical Publishers. In accordance with FAR 13.106-1(b), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold, the Contracting Officer has determined that the circumstances of the action deem only one source reasonably available (brand name). The purpose of this notice is to obtain information regarding the availability and capability of qualified Small Businesses to provide the Annual Subscription of IEEE DiscoveryPoint for Communications that meets Department of State's requirements as stated in the attached SOW. Period of Performance shall be 12 months of subscription. Instructions: If you are an authorized manufacturer or supplier of IEEE, and a Small Business, please respond to this notice with the following information: 1. Company name. 2. Company address. 3. Company business size (Respond: “Small” or “Other Than Small”). 4. Unique Entity Identifier. 5. Point-of-contact name, telephone number, and email address 6. Description of capability to meet this requirement Interested firms must be registered in sam.gov and considered a small business under the aforementioned NAICS code. The due date and time for submission of responses is 12:00 PM ET, 27 Decemeber 2023. No phone calls related to this notice will be accepted.
